You must have edit access to the slides in order to create a new recording. To open your presentation, go to Google Slides. To record your slideshow, in the top right, click Rec Record new video. To start recording, in the middle, click the red record button. To start over, pause and click Re-record.
I have three google accounts (work / personal / volunteer) In TWO of my accounts, the insert video option for drive, upload, youtube, URL are ALL available. In ONE of my accounts, the ONLY option is YOUTUBE video. If I share the slide deck to one of the other accounts, EVEN WHEN USING THE SAME DEVICE, I can insert a video from any of the options.
